Panorea Avdis, Partner

Panorea Avdis is a Partner at Sacramento Advocates, a full-service public affairs and government relations firm assisting companies, sovereign tribal nations, industry associations, governmental entities, political committees, and non-profits in identifying opportunities and confronting challenges in California for over thirty years.

Panorea has a twenty-year track record under four California Governors providing critical counsel, while delivering results on complex policy, political and budget issues. With a deep understanding of the individuals and institutions across multiple administrations, Panorea has helped navigate passage of industry supported legislation, formed a governmental agency and programs from the ground up, guided collaborative arrangements between disparate government entities for initiatives and brokered ongoing public/private partnerships to drive effective outcomes. 

Most recently, Panorea Avdis served as the Chief of Staff to California’s Lt. Governor, Eleni Kounalakis. Prior to joining the Lt. Governor, Panorea was the first appointee, architect, and Director of the Governor's Office of Business and Economic Development. In this capacity, Panorea lead the creation and served as Chair of the California Competes Tax Credit Program as well as Chair of the California Infrastructure and Economic Development Bank.  She previously served as Chief of Staff to Sacramento County Supervisor Phil Serna, Director of External Affairs at the California Department of Housing and Community Development, and Special Assistant to Governor Gray Davis.
